Balance of Power - or - Dictatorship__
The City
Council is the governing body of the City of Pensacola, per the City Charter. There are two branches of government in the
City – the Legislative branch which is the City Council and the Executive
branch.
CHECKS & BALANCES
Under the US Constitution and the Florida Constitution the members
of the legislative branch of government have the IMPLIED POWER to hire and fire
their own staff. President Obama does not hire and fire the staff of members of
Congress. Governor Rick Scott does not
hire and fire the staff of members of the Florida legislature. In contrast, in the City of Pensacola the
current City mayor hires and fires all staff that perform work for the City
Council. This has led to domination and control over the city’s legislative
body by the executive branch – a practice that is inconsistent in a Republic
form of government where a balance of power is necessary to ensure transparency
and accountability in government.
In order for the city council to legislate, make policies and have
budgetary oversight of the city’s funds, the council must have the ability to hire
and fire its own staff. To ensure that the City Council can make independent
and informed decisions it is necessary to amend the City Charter to expressly
provide that the City Council has a duty, responsibility and authority to hire
and fire its staff.
Finally, Dear Voter - Do I want to be re-elected to City Council?
You bet I do! But, what is more
important is that you vote “yes” to amend the charter, expressly allowing
the council to hire its own staff and preventing any future mayors from
dominating, controlling and manipulating the city council for his or her own
agenda and that of their powerful friends.
